You manage branches and tags by right-clicking a commit in the commit graph. On a commit with a badge, its branch or tag submenu also lets you rename or delete it.
You can also open the same dialog by right-clicking a row in the Repository panel. Create is only available from the graph. It requires picking a base commit.

Branches

Create, rename, set a tracking branch, delete, and clean up branches already merged.

Tags

Create lightweight or annotated tags, and delete them locally and on the remote.

Smart groups

Collect refs whose names match a glob pattern into groups in the Repository panel.
